Having worked for Gannett for ten years in various capacities, their lack of strategy doesn’t really surprise me. That bundling idea would have been good back before Gannett gutted its newsrooms. Today the four Gannett papers around my vicinity are ghost papers - kind of like ghost kitchens. They’re shells of their former selves, employ a couple of shared writers between the four of them but are largely stuffed with state and national content. There aren’t even local level offices. So at this point, there just wouldn’t be much value-add.
America City Business Journals, which owns a bunch of local business weeklies around the country, has an option where you can get either a local only or a nationwide subscription. I believe the nationwide is about 3X the price, but certainly far cheaper than subscribing to a bunch of individual papers.
